Learning paper: Does citizen monitoring improve infrastructure quality?
This paper analyses data collected from 283 public infrastructure projects in Kwale County, Kenya. Many of these county projects were monitored by citizens participating in Integrity Action and KYGC's VOICE initiative, while others had been implemented without monitoring.
