Research in South Africa has found that there is a weak incentive structure for matching what officials and politicians do, and what communities expect. Municipality-level Integrated Development Plans are intended to be an important process for supporting public participation, but the process falls somewhat short of incorporating the participation of local residents to identify community needs.

This initiative aims to reinforce the capacities of civil society organisations in enhancing accountability and also provide increased opportunities for engagement between civil society, the public sector and the private sector. 

Implemented in partnership with the Public Affairs Research Institute (PARI) and the South African Local Government Association (SALGA), this initiative is focused on strengthening the IDP process, and the participatory, planning and oversight institutions that support this.
