Rural primary school in Kenya secures additional funding from county government to make incomplete classrooms safe for use

This case study describes how the National Taxpayers Association, Integrity Action’s partner in Kenya, was able to engage in a constructive and solution focused way with county government officials in Homa Bay, Nyanza and successfully advocate for an additional fund disbursement enabling the completion of an underfunded classroom construction project at Ochuoga Primary school, a remotely situated school in Karachuonyo constituency. 

Utilising the training he received on Integrity Action’s Community Integrity Building approach, Vincent Sule, Community Monitor for Karachuonyo, gathered evidence from the project site and testimony from local community members showing that funds allocated for the construction of two permanent classrooms were insufficient and the classrooms were left incomplete and not safe for use.  On presentation of his evidence to the Constituency Development Fund, officials allocated an additional 400,000 Kenyan Shillings allowing the school to complete the classrooms.  The school’s academic results have improved as a direct result of the ‘Fix’, with attendance levels increasing as respiratory sickness and Jiggers infestations decrease amongst the students.  In addition, a new level of trust and accountability has been built between the Ochuoga community and local government, with the CDF welcoming NTA’s monitoring as an important support to their work to address poverty at grassroots level.
